Motiva Part Arthur Refinery Fact Sheet

General Refinery Information:

The Motiva Port Arthur Refinery is considered to be one of the preeminent Gulf Coast refineries. At our facilities we stress safety, environmental responsibility, and the fostering of an open, caring work environment for our employees.

The Port Arthur Refinery was a direct by-product of the January 10, 1901, Lucas gusher and the resulting Spindletop oil boom at Beaumont. Storage tanks and a pump station were constructed at Garrison station near Spindletop with a pipeline completed in August 1902 to the present refinery site, which was on open prairie next to an old brickyard. The first product sold by The Texas Company (Texaco) in 1902 was Spindletop crude oil pumped from tanks at the refinery site to a barge at Port Arthur Terminal. Construction of the refinery began in December 1902. The first batch tar stills were fired up in April 1903. However, the refinery officially started with the first run on the new crude stills on November 13, 1903.

  • 1960’s Crude and cracking capacity expanded
  • 1970’s Crude capacity increased
  • 1980’s Crude capacity reached over 400 MBPD
  • mid-1980’s Refinery was streamlined and crude running reduced dramatically
  • 1989 Star Enterprise was formed between TRMI and SRI
  • 1990’s Numerous environmental programs were put into affect
  • 1998 Motiva Enterprises was formed by Texaco, Shell, and SRI and a new state-of-the-art lube processing unit was brought on-stream
  • 2002 Motiva Enterprises became equally owned by Shell and SRI
  • Early 2003 New low sulfur gasoline unit was started

Refinery Location:

Motiva Port Arthur is comprised of 3,500 acres with approximately 2,000 acres of operations. The unused acreage is due to removal/dismantled units/tanks/buildings over the years.

The Motiva Port Arthur Refinery is located near the old downtown area of the City of Port Arthur bordered by Savannah Avenue, Hwy 73, Hwy 82 and the Sabine Lake/Intercoastal Canal. The refinery does not sit on the waterfront with approximately 18 blocks distance.

The Motiva Port Arthur Terminal is located on the point of land with the Intercoastal/Sabine Neches Channel connect in the City of Port Arthur.

The Motiva Port Neches Terminal is located on the Neches River in the City of Port Neches - approximately 10 miles from the Port Arthur Refinery.


Date Built:The Port Arthur Refinery began operation as Texaco’s first refinery in 1903
Date Acquired:

On January 1, 1989, Saudi Refining, Inc. purchased 50% of Port Arthur refinery as part of a joint venture with Texaco known as Star Enterprise. It included two other Texaco refineries in Convent, Louisiana and Delaware City, Delaware and all of Texaco's marketing in the southeastern U. S. On July 1, 1998, a joint venture was formed between Star Enterprise and Shell Oil Co. under the name Motiva Enterprises LLC. In 2001, Texaco was purchased by Chevron and its interest in Motiva was sold to Shell on February 13, 2002. Port Arthur Refinery is still operated as Motiva, which is now jointly owned by Shell and Saudi Refining.


Manufacturing profile:

Motiva Port Arthur Refinery manufactures motor gasolines, aviation fuel, diesel, industrial fuel oil, lubricating oils and petrochemical feedstocks.

Our Neighbors:

The purpose of the "Motiva Advisory Panel" for the Port Arthur Refinery is to provide a forum for neighborhood and community interaction with Motiva Enterprises concerning the refinery's environmental and safety programs. The Committee acts in an advisory and consultative capacity to help ensure that Port Arthur refinery's programs meet and/or exceed practical standards that would be expected of a good neighbor. The purpose of the Committee is also to provide information to the neighborhood and community concerning Port Arthur Plant's environmental and safety programs.

The Motiva Advisory Panelis a direct link between the community and company to provide an opportunity to discuss issues that may be of interest/concern within the community. Motiva works to address the feedback from the panel to ensure continued strong environmental and safety performance giving the highest concern to the community and employees of Motiva Enterprises LLC.

The Motiva Advisory Panel members are organized as an independent community body serving to interact directly with Motiva and its management. The Committee membership consists of a cross-section of community residents that share their interests and concerns within the area that Motiva operates.

The current community members are as follows: Irene McCall, Lawrence Pierre, Jenny Kerr, Jayne Smith, Steve Curran, John Owens, John Tyler, Bill Worsham, Dr. Jack Hopper, Betty Keith, Fernando Ramirez, Rodney Broussard, Raymond Johnson, Ernestine Wade, Larry Richard, Martin Flood and Phyllis/Godfrey Charles.
